Rachel Juliet Phillips  Ruff, 83 of Forest, VA passed away Thursday, July 2, 2026 at Centra Lynchburg General Hospital.  She was born on Monday, April 12, 1943  in Richmond, VA, a daughter of the late Willie Phillips  and Lena Phillips.  She was also preceded in death by her husband, Richard Lewis Ruff, four brothers and two sisters.

She worked as a material spreader at Courtland Manufacturing for 30 years.  Rachel enjoyed her flower garden and her fur babies, Bobbie and Louie

She is survived by her sons, Ronald Phillips and Donald Phillips, three sisters, her grandchildren and great-grandchildren, and many nieces and nephews.  

The family requests those wishing to make memorial donations to consider Bedford Cares TNR, 1211 Airport Road, Lynchburg, VA 24502.

A Graveside service will be held on Monday, July 6, 2026, at 11:00 am at  Peaksview Community Church Cemetery with the Rev. Earl Ragland officiating.   There is no visitation.
